The player that declares a proposal carried or failed, and updates the Current Ruleset shall recieve 10 points.

Any player to achieve 100 (positive) points or more will be declared a Senator of Nomicapolis and be allowed 1 rule amendments, of a stylist nature (Proposal must be in haiku, may not use the letter 'y', may not use numerals or symbols, etc.), that the player may add, within 24 hours, to the Current Ruleset without a vote as long as they do not violate the spirit of the game or current rules.

No proposal may be made to amend, repeal, or transmute a current rule (mutable or immutable) if there is already an active proposal to amend, repeal, or transmute that particular rule.
