Each player may have one rule change proposal active, that is having been proposed till the vote on said proposal is completed, at any time.

The player that declares a proposal carried or failed, and updates the Current Ruleset shall recieve 10 points.

The any player to achieve 100 (positive) points or more will be declared the Senator of Nomicapolis and be allowed 1 rule amendments that the player may add, within 24 hours, to the Current Ruleset without a vote as long as they do not violate the spirit of the game or current rules.
