I considered that, but the potential risks are merely on the creator themselves. It's actually quite hard to commit murder with this, as the compound needs to be pure when given to someone. Furthermore, it takes almost three hours to actually kill a person. The 'kills in minutes' is referring to it making you unconscious, but you don't actually pass for quite some time.
Furthermore, all this information is readily available on the internet. So I'm not handing unknown knowledge to people. It's there and anyone can access it. I just made it a little easier to read as journals are extremely hard to read to the average person. I don't believe a textbook would have this, though.

On a similar note, if you do not have chemistry background, these instructions would prove useless. 'pyrolyse formamide' is extremely vague, and unless you know exactly what that is and exactly what to do, you won't be able to do it properly let alone titrate a gas. This is an advanced experiment and only someone who has done (minimum) three years of chemistry would do it correctly. To actually get to the point where you have the HCN gas you would have to be either lucky, you're naturally intelligent or you are a chemist.
