From London Requiem

Something of a London enigma. It is not widely known whether they are even male or female, nor what clan they are. Many believe L to be a Carthian of some kind, though this has not been confirmed.

Rather than attend court, L tends to tease and cajole from a distance. There are few members of the London domain who have not received a cryptic letter or note of some kind. Many of these notes have contained either subtle or overt criticism of the Lord Mayor or his representatives, and have caused some consternation and confusion among London residents.
