France can refer to two countries in Kaiserreich:

Commune of France, capital Paris, a Syndicalist country in control of Metropolitan France, leader of the Syndicalist Internationale
National France, capital Algiers, a militaristic country who hosts the French government in exile, and currently in control of African colonies of the past French colonial empire, allied to Canada and member of the Entente
