The Fivefold Council

The Fivefold council bought out Shade Lion's oversight of the Shimmering stand bazaar for a pretty price, that they claim was got by treasure hunting. They established a complex new tariff system designed to increase the wealth and diversity of the trade there. However, they remain veiled and robed at all times, and the local merchants are upset with the changes.

The Guild, more ominously, seems unperturbed by the shifting structure of the bazaar under this council.

Members:

• Nigemi - The apparent spokesperson for the group. Speaks excellent flametongue in the the Delzahni dialect, and fancies himself quite the negotiator, but to skilled ears, his youth and inexperience are apparent.
• Kamede - The bureaucrat of the group, but apparently no more than 15 years old, and of Imperial origin. Speaks passable Delzahni.
• Yoromo - The more passionately outspoken of the council, at least in private Spying revealed him to also be of Imperial origin.
• Sana - - A young imperial woman, on the verge of adult hood. Expressed ethical concerns with "The Plan". Appears to have recieved martial training.
• The Fifth Councilman - A solidly built man, whose appearance remains unknown.
