Roadblock: End of The Line is a professional wrestling pay-per-view (PPV) event and IWE Network event produced by IWE for the Raw brand. It will take place on December 18, 2016, at the PPG Paints Arena in Pittsburgh, Pennsylvania. This will be the second event under the Roadblock chronology, but this will be the first event also on pay-per-view.

The card will include matches resulting from scripted storylines and have results predetermined by IWE on the Raw brand, one of IWE's two brand divisions. Storylines are produced on IWE's weekly television show Raw.

At Survivor Series in the Survivor Series elimination match, Team Raw lost to Team SmackDown when Roman Reigns was pinned by Bray Wyatt. The following night on Raw, Kevin Owens interrupted Khris Jericho's Highlight Reel. After an argument between the two best friends, they blamed Reigns for Team Raw's loss. Seth Rollins then came out and demanded a title match for the IWE Universal Championship, as he was guaranteed a match for being part of Team Raw. He then got into a confrontation with Owens and Jericho, and Reigns came to his aid. General Manager Mick Foley then scheduled the main event to be Rollins versus Owens for the title in a no disqualification match with both Reigns and Jericho banned from ringside. Jericho, disguised as a masked fan, still interfered, allowing Owens to retain the championship. On the November 28 episode of Raw, Owens was the guest on Jericho's Highlight Reel. They were interrupted by Reigns, who claimed that Owens cannot win a match without Jericho. Owens said that he did not need Jericho to beat Reigns. Reigns then challenged Owens to a match, in which Reigns would receive a championship match at Roadblock if he won. Owens accepted and the match was made official by Foley. Reigns defeated Owens to earn the title shot at Roadblock.

For several weeks, Khris Jericho interfered in Seth Rollins' championship matches against Kevin Owens, costing Rollins the IWE Universal Championship each time. On Jericho's Highlight Reel on the November 21 episode of Raw, in addition to Roman Reigns, Jericho and Owens blamed Rollins for Team Raw's loss at Survivor Series. Rollins then came out and demanded another title match against Owens, as he was guaranteed one for being part of Team Raw. General Manager Mick Foley confirmed Rollins' claim and scheduled Rollins to face Owens in the main event in a no disqualification match with both Reigns and Jericho banned from ringside. Jericho, disguised as a masked fan, interfered, allowing Owens to capitalize and retain the championship. The following week, after Jericho's falling out with Owens earlier that night, he left the arena. As he was leaving, he was attacked by Rollins, who hit a Pedigree on Jericho on top of a car.

On the November 28 episode of Raw, Sasha Banks defeated Charlotte Flair for the Raw Women's Championship in a Falls Count Anywhere match in Charlotte's hometown. After the match, Charlotte's father, Ric Flair, came out and congratulated Sasha. The following week, Charlotte invoked her rematch clause; in response, Sasha suggested a 30-minute Iron Man match at Roadblock, which Charlotte accepted. Later that night, Charlotte invited her father Ric Flair to the ring to publicly apologize for disowning him earlier in the year; the two hugged, but then Charlotte slapped him in the face, claiming that Ric turned his back on her. Sasha came to Ric's aid, but was overpowered by Charlotte.
