Production
Background
Hellbound is an annual gimmick pay-per-view (PPV) event produced by WIW since 2009, generally held in October. The concept of the show comes from WIW's established Hell in a Cell match, in which competitors fight inside a 20-foot-high roofed cell structure surrounding the ring and ringside area. The main event match of the card is contested under the Hell in a Cell stipulation. The 2021 event was moved from the October slot to June, which will only be the second time for the event to not be held in October; the first time was the 2018 event, which was held in September. The 2021 event will be the 13th event under the Hell in a Cell chronology. It is scheduled to be held on June 20, 2021—the previously scheduled date for Money in the Bank, which was moved to July 18—and feature wrestlers from the Raw and ShowDown brands.

Storylines
The show will include matches that result from scripted storylines, where wrestlers portray heroes, villains, or less distinguishable characters in scripted events that build tension and culminate in a wrestling match or series of matches. Results are predetermined by WIW's writers on the Rage and ShowDown brands, while storylines are produced on WIW's weekly television shows, Wednesday Night Rage and Saturday Night ShowDown.
At SuperBrawl Retaliation, Charlie Hunnam defeated Eric Stevens, Kevin McAlmond, Mad Hanson and Matt Borske in a Fatal five way match to retain the WIW World Championship. The following Wednesday on Raw, Tommy Flanagan and Hunnam issued an open challenge to anyone on the WIW roster except McAlmond, Hanson or Stevens. Later in the main event, it was revealed that the open challenge was just to face Hunnam rather than a title match. The Doomsday's Steve Britz answered the challenge and defeated Hunnam thanks to McAlmond's distraction, after the match a brawl broke out between McAlmond and Stevens. The following week, Joe Spieker scheduled a match between McAlmond, Stevens and Britz where the winner challenging Hunnam for the WIW World Championship at the Hellbound, but it ended in a no-contest after interference from Hunnam and Flanagan. A rematch between the two for the following Rage with a stipulation if Hunnam and Flanagan are at ringside, Hunnam would be suspended for an unknown ammount of time without pay as well as the possibility of stripping Hunnam of the WIW World Championship.
At SuperBrawl Retaliation, Jennipher Harper defeated Jenna Lilley, Brenah McAlmond-Quinn and Avery Gold in a Fatal four way match to retain the WIW World Women's Championship with future challenger Rona Fessenden serving as the special guest referee. The following Wednesday on Rage, Gold confronted WIW officials Joe Spieker and Kaila Matteson demanding another opportunity at Harper for the WIW World Women's Championship as Gold did not take the pin in the triple threat match. Spieker and Matteson stated that Lilley had already come to them with Harper's next potential challenger, revealing that Sis Bates would be returning to the promotion after the Women's College World Series. Spieker and Matteson stated that if Gold won her match against Jenna Lilley, they would consider it. However, Gold lost the match thanks to a distraction from Harper, but defeated Lilley the following week due to outside interference by McAlmond-Quinn, who stated that Gold owed her one. A match between Gold and McAlmond-Quinn was announced for the following week with the winner being added to the match at Hellbound.
