Atovera is an Autonomous Colony of the Kiravian Empire, located on a large continental island in the Arctic Sea.
History
Archaeological evidence states that many different cultures have settled along Atovera's coasts. Discoveries of granaries and farming tools suggest that the island once had a more moderate climate. The latest indigeinous tribe to arrive was the Ensku, a people similar to the natives of Askatana. By the time of Ensku settlement, much of the island had become glaciated, leaving the only remaining hospitable areas as tundra and scant strips of subarctic shrubland along the Southern coasts. The more northerly Western and Eastern coastal areas, though harsher, were still populated by small villages, while the Nothern coast was home only to seasonal marine hunters.
Kiravian traders arrived in 21060, exchanging wood (a valuable commodity for an island with no trees), metal products, and sugar for repair labour, food, and use of the Atoveran fjords as way stations on their route to more profitable destinations and ports.
KE settlement began in 21072, with the establishment of Atoverasär by Norskev traders. By 21090, there were 3,500 Coscivs in Atovera, as opposed to 6,000 Ensku. The settlers declared the Commonwealth of Atovera a state in free association with the Kiravian Empire. In 21102, the same fishing decline in Kirverda that prompted the colonisation of the Komdu-Sæll islands brought an additional 1,200 Kiravians to the island. This, added to 4,100 earlier immigrants and their descendants, as well as 600 mixed Ensku-Coscivs brought the Kiravian population of Atovera (5,900) to rival the Ensku population (6,250). This demographic triumph prompted the movement for the admission of Atovera to the Empire in 21116. Emperor Fidelus Coalforest approved Atovera's admission, making it a Xirya-type partially self-governing colony, but made the provision that the Ensku of the island must have a voice in politics (They did not have such under the Atoveran Commonwealth).
Rebellion struck in 21120 when Ensku speratists lead by Nukuriit tried to establish less-colonised East Atovera as a traditionally-governed seperate nation. Governor Ingolf Scörmec responded by storming Intukiik, the proposeed capital of the Ensku country. Nukuriit, in turn, massacred the eighteen inhabitants of Orifjordsór, a Kiravian hamlet. Though the revolution was crushed with the capture of Nukuriit during a skirmish at Soorquit, and the revolutionary in question was exiled, with his supporters, to the northern reaches of the island, the movement for Ensku cutlural protection continued. Ittoqmuriit, an Ensku member of the Atoveran Congress, suggested that countyships with an Ensku supermajority be granted autonomy. The system was enacted experimentally, but was struck down due to corruption in the governments of the autonomous countyships.
In 21126, Governor Scörmec asked Emperor Sandforest to grant Atovera the status of Autonomous Colony. As the economic importance of the island had declined, Emperor Sandforest relinquished Imperial internal control, and the Autonomous Colony of Atovera was chartered. Scörmec left the island following autonomy, and relocated to Greenmeadow, in Western Kirav. Ittoqmuriit was elected Governor, and quickly set about organising a new government. The Kiravian-style Civilocracia was combined with traditional Ensku political systems. The Kiravic settlement-municipality system and Countyship arrangements were kept (Though some in the North and East became Council Areas). Ittoqmuriit balanced Kiravic and Ensku ideas well, and was popular with both groups. He resigned from his office in Fourthmonth, 21132, and retired to the Kiravised fishing village of Enskusar.

Politics
Atovera is an Autonomous Colony in the Kiravian Empire, and has full control over its domestic affairs, but is subsidised by the Empire for foriegn and trade purposes.
It is a democratic republic, with elections held every two years for Governor and every four months for the legislative bodies. All native-born Atoverans over age 17 are eligible to vote.
Atovera is one of the few bicameral states in the Empire, with a legislature of two houses: Atoveran Congress and the Council of Cheifs. The Congress is the upper house, consisting of a Congressman elected from each countyship, and with the secondary function of a constitutional court. The Council of Cheifs is made up of the cheifs of each Ensku village.
The Governor, elected biannually, wields executive power. He presides over a cabinet, and is assisted (and sometimes commanded) by an Alguacinu, a KE official who represents the Empire's interests.
