The Autonomous Sovereignty of Kal'Harica is a Kiravian province, created as a reservation for Kal'Har refugees from Cazelia.

History

Shortly after the discovery of the Kal'Har race,the Kiravian Empire sent research teams to Cazelia to study them. Numerous foriegn powers invaded Cazelia with the intention of anti-Kal'Har genocide. Not wishing to be next on the invasion list, the KE had its personnel evacuated, but smuggled 40 Kal'Har back with them. Private companies were hired, and eventually transported around 14,000 Kal'Har to the Empire.

With 14,000 nonhuman sentients within their borders, the Empire was now confronted with the problem of what to do with them. Unlike humanoid refugees, the felinoid Kal'Har were of little use in agriculture, could not easily dissolve and assimilate into Imperial society, and were ill-suited to be resettled at the Empire's fringes. Coronant Kúll Thirdforest, a member of the Strategic Sociology Office, suggested to Emperor Raincedar that the Kal'Har be granted their own province.

Heeding his advice, Emperor Raincedar chrtered the Autonomous Sovereignty of Kal'Harica. Under the charter, the Kal'Har would have full economic and political rights to the province, as well as Land-Culture Act coverage. The Empire would retain some jurisdiction over the province, and be responsible for defence and foriegn represntation.

The 14,000 Kal'Har were transported to an area of mountain land, to the southwest of Iveronia. There, they were left to their own devices, save for Kiravians arriving time and again for management purposes.

Today, the estimated 19,000 citizens live in subterranean cities in the mountain rock, governing themselves as they see fit.

Politics

Kal'Harica is a democracy of some variety, although its fineries are not known. As the sovereignty is autonomous, the Kiravian government usually does not check in on the provincial administration.

The current governor is Ren'Hath.

Since most Imperial laws do not affect it, Kal'Harica's Senator abstains from most votes, though he does vote on issues that affect the Kal'Har people.
