Start a new game. Go to Tom Nook's to work, and get to the part where he asks you to deliver a letter. He should give you the paper. Take the paper outside and drop it on the ground. Go back inside and talk to Tom Nook. He'll give you another sheet. Keep on repeating the process of dropping the paper outside. No matter how much paper you've collected, he doesn't buy that kind of paper, but it's still an unlimited supply (now, if an animal asks you to write to them, it's completely free!).
