In the first shine sprite of Rico Harbor, head over to the ship with the cage and jump onto the area around the tower. Wash away all the black goo and kill the squids (this makes it easier), without using all the water barrels. This part is tricky - go to the front side of the tower, where the green cross is painted, if you haven't gotten that blue coin yet. Look around on the ground. Near where the red M was and the sewer hatch is, there is a tiny line on the ground, perpendicular to the edge of the platform and about halfway between the edge and the tower. It's thin and only about as long as Mario's foot. When you find it, remember exactly where it is and fetch a water barrel. Place it exactly on top of the line and if you did it right, the barrel will slowly sink through the ground. In a few seconds it'll completely fall through and you'll hear a splash. If you go back to where you got the barrel it'll be back again.
