The Mobile Devastator hasn't been in the storyline yet, so not much is known, however, here's a quote from exoforce.com:

"This rolling robot base is the newest and most powerful weapon put in the field by Meca One. The ultimate wheeled mobile fortress features an elevating battle tower with rotating laser cannons, destroyer disk launchers, prison pods, and a large number of Iron Drones.
