Declaration
We, the States of the Tarian Union hereby agree to the following treaty of military cohoperation, set up to safeguard the freedom of the Tarian people.
Articles
Article 1: Peaceful Resolution of Conflict
All members agree to attempt to resolve all conflicts between members by peaceful means, and never to use forceful measures in an unjust, or excessive manner against another Member State.
Article 2: Mutual Defense
All members agree to defend the sovereignty territory of other Member States against external aggressors, employing what ever means are required and available to them.
Further more, no Member State will provide aid, shelter or assistance to an external aggressor without the express permission of the Union’s Council of Ministers.
Article 3: Treaties and alliances
No Member State will commit themselves to other military pacts, alliances, treaties or agreements that conflict with this treaty. Where a potential conflict of interest does occur, this treaty will take precedence.
Article 4: Tarian Defense Agency
All Member States are committed to maintaining and enhancing the peace, security, and safety of the citizens of Taria and the surrounding area.
To this end, all members agree to the formation of a Defense Agency reporting to the Tarian Union’s Council of Ministers. This Agency will be charged with peace-keeping, peace-making, crisis management and providing security where required.
Members will provide troops and equipment as they see fit, and as required. As a general principle, we agree to support a force of up to 10,000 men for a period of no less than 12 months in the field.
Article 5: Aggressive and Pre-emptive Operations
This treaty does not cover any aggressive or pre-emptive operations by Tarian Union forces. All such actions are severely discouraged, and require explicit approval by the Council of Ministers.
Any deployment of troops by a member state into another nation will be notified to the Council of Ministers.
Any deployment of troops by the Tarian Union will be notified to the relevant body of the Assembly of Nations.
