Off the southern coast of Ordalia lies an island home to the moogle capital, Goug. This city is the birthplace of most tecknologies found throughout Ivalice. Odd machines, both ancient and cutting edge, perch on every shelf and peer out from every corner. Known as "The Clockwork City", nothing grows inside its limits or in the surrounding bluffs. All natural materials, save for the ore that is gathered from mines deep below the city, come from neighboring islands. Built on a small scale to better suit people of moogle-stature, larger races may find it difficult or even impossible to navigate Goug's cramped streets. Moogle police ride around in mechanized suits of armor, an example of one of the many tecknologies that has not been recounted to the creatures of continental Ivalice.

Goug is governed by the Prime Moogle and his mog cabinet.
