When drawn into the capture device, known as the PokéBall, Pokémon become portable. Thus, the appeal of Pokémon has spread to people throughout the globe.
Although some have appropriated these containers to keep Pokémon as pets, the Pokémon contained within can be very dangerous... Therefore, only fully licensed trainers and breeders are permitted to handle them. Only licensed Pokémon trainers may legally purchase PokéBalls.
