Haiti State's President François Célestin was an extremely corrupt leader. It is suspected that 70% of all wealth produced in Haiti State went directly to him with 25% of the wealth being lost to various govenment leaders. It was a well know secret that the only reason he agreed to join the Caribbean Union was so he could pocket reconstruction money he expected to be funneled to Haiti. Unknown to him, however, was that Union President Federdian Baustia knew about Célestin's plans and was planing a way to remove him from power.
[edit] Before The Attack
The Union consul voted nearly unanimous in favor of the removal of the state govenment for "Incompetent to the point of Criminality" (The dissenting vote was NOT Haiti's but Cuba's) tabled by Baustia. It is suspected even before the attack was approved Union forces were en route to Haiti State.
