Welcome to a World of Wolves. A world were werewolves are more common than humans, and rule over them. To call them werewolves would be a little too generous, however. They denied what remained of their humanity long ago. Aside from clothes, the wolves refuse to even look like humans anymore. They view humans as lessor beings and are hardly anything more than slaves to their wolf masters.
There was once a human rebellion, but it was short lived, and utterly crushed by the physically and mentally superior wolves. Your story takes place forty years after this doomed rebellion. Though long over, the memories of this rebellion still festers in the minds of just about everyone who was alive to see it.
