The year is approximately 5250 AC, approximately 500 years after the Dragons made first contact with the races of Humanity, and the Human-Dragon Compact has all but evaporated.
Despite the fact that the risk of capture and enslavement by Dragon Catchers or Dragon Masters is high, many young dragons are driven by hunger to migrate to the human world. In order to deal with the recent influx of illegal dragon migrants and the related increase in dragon-related incidents, the Department of Draconic Affairs has begun to hire and rapidly training an unusually large number of Dragon Masters.
In the great city of Var Novis, events are stirring that will prove to shape the world for better... or for worse.
