SM:Red House Yard Sale

You head across, then up Reynolds' street to the red house. You browse through what they have on display on the dozen or so long tables sitting on the grass. Most of it is your standard yard sale fare: old clothes, toys that are often broken or missing pieces, random nicknacks the owner impulse bought, and decades old VHS movies.
You're about ready to call it quits and move over to the yellow house when something catches your eye sitting on an out of the way table. You get to it just as a child finishes playing with it, and it seems as though they've left it on.
It's a retangular brown box, about 1 inch thick, 8 inches wide, and 11 inches long. The longest 2 sides have a canister attached to each them with metal braces.
A digital display is embedded near the top of the device, displaying some kind of timer that is counting down from 14 minutes, 29 seconds.
Below the display is a 0 - 9 number pad, an enter and cancel button flanking the 0, and five toggle switches each marked by a different colour: blue, red, green, yellow, and black.
"See something ya like?" a man's voice draws your attention up, and you find him standing on the other side of the table from you.
"What is this thing?" you ask, spinning it around so the countdown timer is facing him. As you spin it, you notice there is a piece of paper taped to the table just under the device.
"Oh, that? Well, you see... " he says, sounding like he's about to tell a story.
