You sneak up on the abandoned mines, looking on the ground for fallen tracks leading inward. They're definitely here.
Sneaking inside, you quickly kill off a couple dregs with your knife, and dispose their bodies in hidden areas. You walk towards an open area, as you see the would-be Kell giving orders to his underlings. You watch as he sits back on a makeshift throne built with salvaged parts from cars and walkers.
