Wario is Mario's evil twin brother and first appeared in the 1600s as a cookie like Mario. However his cookies were made by another company called WarioWare Inc. a company currently located in Nebraska.
He didn't appear in any Mario game until know, but he also has his own series and will appear in Super Mario 128 even if it's a Mario game. Lately, after Mario's Hitario incident Wario has been Mario's replacement.
Currently, Wario is appearing in Mario games and is having a lot of games. Wario in the games is a member of the X-Men crew. Wario also has a long lost brother Waluigi the Waluigi. Note that in the Videogame War fans weren't fighting over Wario-during the war he was all forgotten. Since Wario is now Mario's replacement, Evil Guy is Wario's replacement.
