"Chan", whether as a suffix or noun, has a variety of meanings and uses. Some of the more common ones are listed below.
-chan is a Japanese suffix implying diminuitive status or endearment, mainly used for girls or pets (ie P-chan), as opposed to the somewhat more masculine -kun.
Sota's small alter-ego, Minnie Presidette, calls Virgil Virgil-Nii-Chan. Onii-San is Japanese for older brother, however the -chan suffix implies she's calling him a girl. This is consistent with the fact that he has evil toothy boobies, which she has squeezed before.
Chan, a non suffix, is Japanese slang for channel. One of the largest boards on the net is 2chan. Things such as the OS tans originated there. It is a wildly popular site among Japanese nerds, and other nerds who can read Japanese.
A few attempts were made to create an American extension of 2chan. They pretty much all failed.
However, 4chan, a site by anime nerds, would be the English equivalent. It is composed of tons of nerds, mostly anime loving ones, and numerous internet memes have sprouted from it.
4chan used to have a section for lolita, however it was too large a drain on the server, so they gave it its own server and site. It is known as not4chan
4chan is considered by many to be one of the lowest places on Earth, where you can find some of the most disgusting things on the net. This isn't true. 420chan is. 420chan has sections for drugs, and sections for tons of other things, such as a section dedicated exclusively to cats. Its user base is comprised mostly of people who were horrid enough to be banned from 4chan, sometimes temporarily, sometimes permanently. This makes it so that most of what you see on the site will disgust you beyond belief.
420chan is an American site, and thus instead of composing primarly of anime-related posts, you get a nice blend of everything. American cartoon porn is readily available, while on 4chan, anything that's from an American TV show or cartoon is banned.
4chan and its various spinoffs have pictures that rival even the Jeph Loeb thread in sheer bizarness. This is because 90% of the Jeph Loeb thread's picures came from 4chan. It is estimated that every fetish concievable by the human brain has been posted in a 4chan related message board at least twice.
