Lt. Max Echardt is an experienced member of the CSI and special tasks unit who doubles as Harvey Bullock 's supervisor , but is still an employee of Commissioner Gordon.
He was more then pleased when Batman was eliminated and contacted The Joker for a fool-proof scheme to contract Gotham's cows with Mad Cows Disease , effecting more than half their food supply and meat.
Unfortunately for them Warioman took the role over from Batman.
