Lt. Max Echardt is an experienced member of the CSI and special tasks unit who doubles as Harvey Bullock 's supervisor , but is still an employee of Commissioner Gordon.
He was more then pleased when Batman was eliminated and contacted Dr. Death for a fool-proof sceme to poison Gotham's cows with a deadly poison.
Unfortunately for them Warioman took the role over from Batman.
