  • By early 1886 the Springfield City Council was engaged in setting out city regulations governing the sale of “spiritous or malt liquors” and in listing offenses which Springfield could not tolerate. Among those offenses noted were disorderly conduct, splitting wood on the sidewalk, gambling, opium smoking, and keeping a bawdy house (Graham 1978d).
