Anzu and Junri are the Fran and Balthier of FTMM, though Junri is female and has no English accent, and Anzu falls short of being a sexy no-nonsense Viera. That, and Tsu doesn't fancy shipping the two.

Rather, the two teens are cohorts, partners in crime, having started the Fairy Mew project on their own, by somehow gaining access to the labs {and aquiring their own DNA samples. Really, now- How did they sneak this past their parents?}. They know they're risking their sanity and, quite possibly, the fate of the world, by injecting a bunch of psychos with Red Data Animal {and fictional critter} DNA, but someone's gotta do it.

Besides, they're not about to believe that everyone's going to live Happily Ever After just because the Mew Mews saved the day before they were born.
