A. The issue is urban sprawl the problem is that the infostructure of the city is suffering becausw of poor city planning. Thansportation on streets is suffering as a result there is more polution. The city is scared that if nothing is done componies will take thier busniss else where and the city will lose jobs.
B. I think that some of the solutions I could think of would be better zoneing of the city. I would also start to inprove transportation. I might try to float some ideas of tax insentives to these companys also.
