You send a letter to Great Britain, the previous owner of your new nation's predecessor during that deceased country's infancy. By the end of the year, you have received a reply. At this point, three more reactors have been produced. You appear to be running out of room for these things. The crops you've harvested are enough to feed your starving citizens and store a good amount for the future. The military police have proven to be an effective way to keep your citizens in check as crime rates are virtually nonexistent. With this good news in mind you turn to the letter.
"Mr. Roosevelt;
"Your interest in forming an international relationship with the United Kingdom is noted. However, at the moment our nation is embroiled in a serious conflict involving all of Europe as well as parts of Africa and Asia. Any and all assistance in this conflict would be greatly appreciated as the German and Italian forces have nearly overwhelmed our ally, France. Be warned, though, that the weapons that our enemies employ are nightmarish at the best of times and extremely unpredictable.
"We understand that your new nation runs on nuclear energy. We hope that it would not be too much of a leap of faith to request that you consider the option of nuclear warfare. We do not ask that you strike using your own, limited human resources and nuclear weapons, but we would certainly like to request access to any nuclear weapons you might be able to spare. Your use of them during the Great War was instrumental to the Alliance's success.

The letter was clearly not from the actual Churchill, but rather one of his scribes. It was easy to tell that from the lack of british babble and nonsense in the letter. It would seem you have a number of options going into 1942.
