Gandalf explained to Bill that he owed the Fellowship his service - people had died, and it was his fault for selling information. Bill took the position - but out of spite, not loyalty.

(Gandalf does not know that Bill plans on betraying the Fellowship as soon as he sees a large opportunity for profit - he agrees their is a debt, but he thinks it is to him)
