Dont be absurd! Franklin Roosevelt was a traitor and a scoundrel! He would never have the generosity to spend millions reviving the Great Plains. Besides, he was far too lazy a leader to do anything of the sort. The Great Plains were replenished of their nutrients by General Patton and his troops, despite being ordered to salt the field by president Roosevelt. 

Patton sends his entire Department of agriculture to dig holes, put corn cobs and wheat stalks and nice, plump, juicy tomatoes in the holes and bury them, allowing them to grow. Months later, after dozens of the poorest Americans have died of hunger while obesity remains a problem among the upper classes, Patton's forces distribute ration tickets by mail to the American people. At distribution facilities, military farmers exchange tickets for goods. Flour; flat, lumpy bread made from flour and water; battered and bruised tomatoes; corn on the cob; and many other products are handed out at the stations. The people are unhappy, but alive. The Department of Agriculture will continue this practice of growing free food for the people for years to come. 

Now that one crisis is averted, the issue of street crime has become apparent. Gangs run amuck in the biggest cities right under the military police's noses. Something must be done.
