Then Pedro comes in with the disadvantages, "See, it'll be very risky, their crew kind of... have balance there, but of course, they'll be busy when on the balloon."

Eoderigo complaiins one more time, "Who wants to go on land or sky, anyways?"

If you have 6 or more Authority Points, you can get your crew to board the balloon. Very grudgingly.

Or, catch him when he lands to refuel or raid. with 3 or more Authority Points.

Then, you could fight with a disadvantage on sea against him.
