I hope/suppose that expeditions outside the covenant will be made up of whoever is fit to accomplish the goals, so with possible exception for his book-related expeditions I do not really se Phaedrus as necessarily having a regular companion.

I have a hard time seeing when Phaedros would have picked up a companion. Definitely not before his apprenticeship. As an apprentice he was hidden in a book whenever his parens left him to his own devices. He could have meet someone in the last few years before his gauntlet, when he started taking an active interest in his suroundings again. Phaedrus main interest in traveling outside the covenant will be Book-trading or -gathering expeditions, so a regular companion should have an interest in those. Most of the time Phaedrus will travel by a group 500-paces stride, so someone with Magic resistance that can not be suppressed will not be a regular travelling companion.
