Roger of Montgomery, given Shropshire (and Arundel) after the revolt of 1069. He already held L'Hiémois in Normandy, and through mabel of Bellesme, was Lord of Bellesme. Like Earl Hugh (Cheshire) and [{Earl William]] (Gloucestershire & Herefordshire), he was a 'palatine' Earl, acting with Royal authority in a semi-autonomous realm on the Welsh border.
