General History

In 2239, a man named Joseph Rictor began a casino empire called FinnCasinos, Inc. Located in Finland, it quickly tied itself to the national economy of the Scandinavian nation. Using his newfound economic power, Rictor took control of the country, making himself first President, then Emperor. After that, he began assembling the Finnish Army. On November 20, 2240, while France and Portugal were preparing to make war against each other, Rictor swooped in with the Finnish Army and launched an invasion, taking both nations (and the rest of the world) by surprise. By Christmas Day of that same year, Rictor had carved an Empire, which he renamed “New Europe.” The total loss in this war was slight; there were 600 casualties, and only 90 were fatal.

The first concerns of this empire were economic. Rictor’s arrival had caused vast upsets in both national and local economy, not to mention international trade. Added to this was Rictor’s known support of lasseiz-faire capitalism. Rictor’s solution was initially considered heavily favoring the industry giants; anti-trust laws were abolished, minimum wage laws were dropped, and all workplace safety laws were removed from the books. However, Rictor then legalized unions and began providing government incentives for those who played nice with the environment and their workers. While some companies were slow to pick up, their competitors took to the radio, blasting these companies as harmful to Nova Europa.

Rictor’s empire quickly met with the international community, and Rictor’s public speaking skills showed as he quickly maneuvered his way into the greater European community, forming powerful allies and powerful enemies (most noticeably Spain, considered his nemesis.)

Government in Nova Europa

Nova Europa is divided into four Meta-Provinces: Finland, France, Iberia, and Portugal. The country as a whole is run by the Emperor, who has a board of advisors. Each Meta-province is run by an appointed Governor, who also has a board of advisors. However, at the Provincial and Local levels, government is run by democratic election. No one person may hold two positions (so, for instance, Emperor Rictor cannot be the Provincial Governor of Avignon.)

There are also special circumstances where the people may petition the Emperor to remove a Meta-Provincial Governor. If this happens, the Emperor investigates the Governor’s conduct and, if he finds it detrimental to the Empire, he removes the Governor from office.

A political leader may retire at any time.

There is immense freedom of the press and of free speech in Nova Europa; so long as the speech is not hate speech or inciting riots, it may be spoken or printed. Religion is accepted in Nova Europa as well, legally speaking; a person may be of any religion he or she chooses, though Rictor tends to pass atheistic laws.
