When precise dates aren't used (i.e. day or month), it's become customary in USG to round off the year when something happens around the changeover months. So although elected officials changeover in January, we just assume it happens on Dec 31 and Jan 1, to keep things neat and tidy. Occasionally the exact date will be used, such as the inauguration date in January, but if it's just the year then it's much easier to just say that the term here was 2013 - 2016. - Andrew Stephenson 04:14, 27 December 2007 (EST)
