Basic Character Information
Entry Point
Omega's timeline spins off from the events in "Arc of Infinity." In this version, Omega's manifestation into the Doctor's universe was complete and successful. The Doctor was destroyed and Omega took over his physical form without complication.
Physical Description
He looks and sounds just like the Fifth Doctor.
Personality
He's very calm and measured and composed, but that belies the mild insanity that plagues him. Spend a few millenia in the heart of a black hole and you're bound to lose a few of your marbles. He firmly believes he's acting in Gallifrey's best interest at all times--in fact, he's a little bit obsessed with the idea.
History
After regaining a physical presence in the universe by taking the Doctor's body, Omega returned to Gallifrey and installed himself as President of Gallifrey, a position he still holds. He's had a vaguely tyrranical rule, with insistence on everyone following guidelines he's set down. On his Gallifrey, all the artifacts are named for him, and it's his name everyone takes in vain. All references to Rassilon have been erased.

He's banned quite a few things, pretty much arbitrarily, based on his own personal pet peeves, such as outlawing vegetables being served at meals.
