Substance Abuse Awareness Act is a Liberalian Law.

Preamble:

This bill is to initiate a regional effort to limit Substance Abuse by Promoting Awarness.

Article I: What is Substance Abuse?

Clause 1: Substance abuse is defined as follows:

Section a: A maladaptive pattern of substance use leading to clinically significant impairment or distress and refers to the overindulgence in and dependence on a stimulant, depressant, chemical substance, herb (plant) or fungus.

Section b: leads to effects that are detrimental to the individual's physical health or mental health, or the welfare of others. as manifested by one (or more) of the following, occurring within a 12-month period:

1-Recurrent substance use resulting in a failure to fulfill major role obligations at work, school, or home (e.g., repeated absences or poor work performance related to substance use; substance-related absences, suspensions or expulsions from school; neglect of children or household).

2-Recurrent substance use in situations in which it is physically hazardous (e.g., driving an automobile or operating a machine when impaired by substance use) Recurrent substance-related legal problems (e.g., arrests for substance-related disorderly conduct .

3-Continued substance use despite having persistent or recurrent social or interpersonal problems caused or exacerbated by the effects of the substance (e.g., arguments with spouse about consequences of intoxication, physical fights)

Article 2: The Campaign:

Clause 1: The Aim:

Section a: To limit substance abuse by increasing public awarness to the hazardous effects of this practice on their lives both individually and socially by emphasising the causes and events that lead to it aswell to effects on society through a series of pamphlets,special class sessions, lectures, documentaries and otherwise.

Clause 2: Coordination:

Section a: The Campaign shall be coordinated through the Secretariat of Culture who will work with every Liberalian nation's interior ministry to put these into effect and apply the best strategy to fulfill this task

Clause 3: Funding:

Section a: The amount of funding directed towards the campaign is distributed in proportion relative to each nation, where the nation with a higher proportion of reported Substance Abuse will recieve a higher proportion of funding.

Section b: The funding shall be directed from the regional budget at the discretion of the Secretariat of Finance, Nations are encouraged to contribute though and will recieve endorsements from the campaign for their efforts.
