The church of Hextor is perhaps the only officially tolerated evil religion in Terradon. While the priests of the Scourge are known to be domineering, unbending, and relentlessly arbitrary in their upholding of law, none can deny the effectiveness of their mercenary forces, or the results their dictatorial approach to urban unrest.
