Upsilon is the first of Cybertron's moons, and the smaller of the two. Helix Prime and her administration were the first to propose the construction of a satellite for the planet at the outset of The Avok War. The body, at a diameter of 150 miles, was to serve a purely military function. It was completed in 7 decacycles.

In the time of CTHS however, Upsilon is mostly used as a station for interstellar civilian travel. The Cybertronian military still has a presence there, however, and uses the moon as a research facility as well as an airbase. Part of it has been converted to a museum dedicated to the Avok War as well.
