In their many battles with the Federation, the rebels have spent plenty of time in the wild parts of space - parts that have never been charted or surveyed by the Explorer Corps. In addition to its military uses, this astronomical data can be quite valuable to large corporations with the means to exploit the planets and asteroids in some of the more "mature" star systems - those with rich metal deposits and possibly life. You don't have an explorer's license, but you didn't have a license to transport weapons either. In for a penny, in for a pound. Trading illegal goods for more illegal goods is a sound business model for a smuggler who knows how to buy low and sell high. Now to find the right buyer . . . .
