In his eighties, having survived the tropical diseases that racked his body in 1919, Theodore Roosevelt is elected president of the New United States. His first action in office is to immediately abandon all states west of the Rockies and begin work towards a retaliation, demanding from the newly reformed Department of Energy that nuclear facilities be built to power this new world. Design and construction begin immediately using the stores of materials that nobody has been able to use since before the collapse. Roosevelt then begins the long process of re-establishing the state borders and getting the government back on its feet. The people are restless, however, and do not comply with the orders of the president. There is a famine across the nation as the food supplies run low and few farmers have returned to their plows after the Japanese invasion. Religious organizations have become gangs, roaming cities and attacking Americans of oriental descent or who openly believe differently than the leaders of the gangs. The new world order threatens to fall into anarchy.
