How does a police officer apprehend and cite a cyclist without a helmet?

If the cyclists doesn't have identification (not required by law) what does that mean for the officer?

If the cyclist is too young to cite how does the officer deal with the child while he finds the parents?

Will the District Attorney support the prosecution of the offense?

If cyclists demand a jury trial what is going to happen and what will it cost?

Will the fines pay for the administration of the program?

How is a bicycle defined in the ordinance?

Does an adult on a tricycle have to wear a helmet?

The Bicycle definitions in the Transportation Code and the Health Code don't cover an adult tricycle or pedicab type vehicle.

We are probably talking about having some form of diversion program, what will that look like?

Is it cost effective compared to funding cyclist safety education, local bicycle programs and enforcing existing laws?
