To decide who to choose to go to the next round, Virgil looked at campaign promises. Because Pez was out due to this, he'll get an extra 2 votes in the first round of the next election. A few people claim Virgil was cheating, but this is untrue. If Virgil wanted DiscipleJohn to be Admin, he'd make DiscipleJohn admin, with no election. Or maybe DiscipleJohn as the only option.
