[edit] Past History
Several millenniums ago, out of the chaos between the warlord houses of the Oryioni and Fuukiuye Tribes, rose the Raata Empire with the assistance of the first corporation of Issuaya. Several decades later, Raata the First or the Wise, died at the advanced death of 235 years old. His death marked the rapid fall of the ancient traditional civilization of the Caldari. More and more corporations had sprung up during the Empire's tenure and eight of them stood out more than the rest and eventually took power into their own hands, each creating their own "corporate territory". Half a millennium later, the eight corporations met together to create the first official union or state, with the establishment of the Chief Executives Panel. However by the common era, the people and denizens of the State were growing weary of the Chief Executives Panel and the call for democracy and freedoms were chanted throughout the State.
Over the present century, the Caldari State had flourished but saw much drawback when the last Imperial President died by being shot in the head by a member of the secretive terrorist organization, The Order. In his dying words at the Military Hospital, he requested for the dismantling of the Imperial Presidency and allow direct democracy into the State, the Megacorporations did not like that but they had to comply with the dying request. The Conclave and its elected people were quickly elected and a new lower house of the legislature was established, however the cooperation between the elected government and the CEP did not last long and went as far as complete and utter civil war.
[edit] The Caldarian Civil War
The Caldari Civil War has been the bloodest war ever fought internally since the time period of the myriad warlords. Four factions, all wanting power for themselves rose up and had one goal: Absolute Power by any means. These factions: The Board of Directors, the Conclave, the Caldari Universal Union and the CCP or Caldari Communist Party constantly fought over the power throughout the numerous territories from Sushiia to Geras. After several months of constant and violent warfare, the Conclave finally saw its demise by being back stabbed by their ally, the CCP. The CUU decided to leave the blasted world entirely and vowed never to return however under the Omnipotent Dictatorship, they have been rumored to have met with His Overlordship. The Board of Directors lost their authority after the sieges of Yantai and Jianan. The Civil War had left a gloomy mark on the nation as the CCP prepared to begin their period of control.
[edit] The Communist Era
With the end of the Civil War, Zhu Qi, the leader of the CCP proclaimed a new era of peace and prosperity and the people cheered but that only lasted for so long. Corporate Socialism, the official economic policy of the State during this time, slowly corroded and silently killed the State's economy, infuriating the Megacorporations. To make matters worse, crime had risen to all-time highs as law and order was somewhat ignored during this era. The newly organized military forces, the CPLA while slightly underestimated soon found themselves to be one of the most feared forces in the world. Peace reigned until the Mid-Term Elections in the National People's Congress: the Nationalists had won a majority, already confirming the decline of the CCP.
During the Civil War, Nationalists had slowly gotten positions within all of the conflicting factions and corrupted each group but the CCP experienced the most. Yakia Tovil-Toba, the grandson of the famous Independence War hero became the Chairman of the Nationalist Party thus becoming the official leader of opposition in the NPC. Mere weeks later, the citizens of the State had seen the Nationalists and their reforms as the future. Corporate Socialism failed once productivity declined sharply and almost caused a economic panic. In the night of March 15th, the Nationalists and their supporters launched a massive coup against the dying People's Republic, purging numerous Party and military officials before officially declaring the end of the CCP's reign. Zhu Qi fled the State, leaving his partner, Li Tzu for the Nationalists to capture and imprison.

A nationwide referendum was placed upon the people per the traditional laws of the State to confirm Yakia Tovil-Toba as the new head of state and with a 99% approval, he proclaimed himself Supreme Overlord of the Caldari State which he continues to hold absolute power to this day. As Tovil-Toba settled into his new official title, that of eternal dictator of the State, he started implementing the master agenda of the Nationalist Party as outlined in the Dictate: the wise sayings and theories of his own.
However a few dissenters have seen through the facade of glory and proclaim him as a tyrannical and oppressive leader who has been responsible for the deaths of hundreds of thousands during the Civil War and even now, supposedly over a million who have been labeled as enemies of the State, ether during the March Purges or Post-Ascension. Already 1.4 million have ether been executed, sent to labor camps or have been deported for their disloyalty towards the Party and the collective State. While his reasons for the purges can be seen rather extreme, his reforms set him apart from others.
The Nationalist Party, under his leadership pledges to undo the economy's damage while it was under CCP control and bring about a return to Capitalism with some Socialist ideals. He has also stated that he the people will be given universal healthcare, improved social security, widespread boosts in public education and continue where the Five-Year Plan of the CCP failed with many amendments from the Nationalist Dictate. So far, no foreign power has disputed his claim of Supreme Overlord nor have condemned his iron will against the people.
While Supreme Overlord Tovil-Toba has gained unparalleled power under his regime; the military and police forces have received the all-time highest levels of funding since the founding of the Raata Empire. With the increased spending, the armed forces have been given the newest in military technology and weaponry allowing the State to continue being the most superior and advanced military force in the world. The Legionaries have seen rapid conscription as the Fortification Act remains in effect.

Their is a giant break in wealth distribution between the CEO's and major officers and the everyday citizen. Most people live in moderate flats which have slightly high rents but overall they are pretty good and more tenements are being built built everyday. On the other side of the scale, the CEO's and high ranking officials live in luxurious penthouse and sometimes their own skyscrapers. Taxes are though the roof for everyone as even officials pay them, although most citizens disagree as to why the rates are high.
The Caldari State is regarded as an defined, hard-working and war-loving people, who wish to live as long as they can and live their lives to the fullest extent. Many Caldari believe, that although having fun and leisure is important, working is also very important, and many believe that hard work will lead to a successful life. They do believe in absolute perfection, as it is possible. The wealth of a person is considered to be extremely important, as many believe it is a reward given when one works hard enough in life. Wealth is determined what social class you have been born into and its very hard to change.
The Caldari citizenry have few freedoms and while they have no substantial political rights, they do have outstanding economic rights which allow free enterprise but not so much to infringe on the rights of other mega corporations. The majority of Caldari citizens are highly xenophobic and are very defensive against other races, religions and creeds. The population likes numerous ceremonies and military parades that show their extreme patriotism and and nationalistic feelings for their country and its glorious heritage. Military parades show the populace that their nation does in fact have the most superior and advanced military force in the world.
To control their more aggressive habits, the Caldari organize a variety of sporting activities, most of which involve some form of violent competition such as gladiatorial matches. Betting on these competitions is very commonplace, so much so that gambling has evolved into one of the larger enterprises in the Caldari state.
[edit] The Caldari Race
The Caldari race was forged in war, a fact that shapes its society a great deal. They are determined and military minded, living their lives like they were on constant brink of armed conflict. The result is a volatile combination of aggressiveness and paranoia. The Caldari are widely regarded as fearsome fighters, be it in space or on the ground, and their high quality military hardware is much admired and imitated by other empires, bar only the Jovians. They are a rather closed race in the very Far East of the world, but some pockets of the Caldari are seen to live in Sushiia, Iyen and Saba. Very few people know of the three major subgroups of the Caldari Race and they are: the Deteis, the Civire and the Achura. All three groups share the same basic ideals: duty, disciple and determination.
- Deteis: Symbolizes Caldari in every way. They're efficient, hard working and duty filled. The Deteis are commonly found in positions of authority, both in administration and the military, something that suits their temperament very well. They are rather tall, slightly on the thinner side and not completely muscular like the Civire; they still are very agile and quick minded. With their natural ability to persuade other people, they are very cunning and sly. They are also expert traders and diplomats.
- Civire: Provides the backbone to the Caldari State. They're cool, level-headed and relentless in their approach to either trading or fighting. Civire can handle pressure extremely well, an invaluable aid in combat or other stressful situations. Many of the best bounty hunters around are Civire. They make up a rather high majority of the population as they are most likely found in the State's military. They are shorter than the Deteis but they have a lot more muscle power. They are not as agile but they are quite ruthless but if you get to know them long enough, they are quite sly.
- Achura: Intensely spiritual, the average Achur has little interest in the material world's transitory doodads. They are a minority in the State but none the less one of the dominant groups. They lack any muscle but they have very good hearing and eyesight which make them very good spies. Their devotion to the Supreme Overlord has elevated Tovil-Toba into a cult of personality which has been seen in numerous other cultures and races as Leader Worship.

The Caldari State can be considered an Oligarchy; where the few rule the many. While the Supreme Overlord, Tovil-Toba controls absolute power, he allows his various subordinates certain delegated powers to keep the vast bureaucracy up to top efficiency. The national bureaucracy is split between the four major Ministries: Foreign Affairs, Internal Affairs, War/Peace and Truth.

The populace has been weary of the Supreme Overlord's power, they still have the occasional outburst of frustration and they do protest but over the years, His Overlordship has slowly given the people a forum to vent out their anger. With the creation of the NPC, the only form of democracy was founded. With over 6,550 representatives, its where the people's voice is heard. Democracy, while representative in nature, it is not the same in the State. The elections are based on a two-tiered system. When a delegate receives 50% or more of the vote in the first round, they automatically win but should they get less than half, then the second round votes are brought in and split among the remaining delegates. The candidate with the majority of the second tier vote wins the position. Due to legislation and executive orders by the Supreme Overlord, there is no other political parties in the State and the Nationalist Party is the only one allowed to run for office so in essence, the NPC is nothing more than a rubber stamping authority to legitimize his iron will.
New Supreme Overlord Shikibato Yuatakkeimo, the successor to Tovil-Toba has left rumors that there will possibly be the allowance of an opposition party within the NPC to allow better oversight in the Caldari legislative process but the facts have yet to be confirmed or denied.

To assist His Overlordship run the vast, powerful and glorious Caldari State, he requires a small elite team of decision makers made up of his top ministers, advisors, military officials and important figures of the Nationalist Party. Unfortunately, Tovil-Toba is not a man who likes to take advice well and when someone offers a secondary opinion opposed to the majority of the Council, that person is usually immediately dealt with. Without this Advisory assembly, the State would be impossible to administer to its peak and fluid efficiency.

The Ministry of Truth is involved with news, entertainment and the fine arts. Its purpose is to rewrite history and change the facts to fit party doctrine, for propaganda effect. There is also a large part underground, probably containing huge incinerators where documents are destroyed after they are put down memory holes. Truth's main media outlet is the State-controlled XINDA News Network.
[edit] The Ministry of Foreign Affairs
The Caldari State has always been a major power on the world stage and thus has a large influence on international politics. However this does not mean the State has been on good terms with the rest of the world. In recent years, relations between the State and the Grand Republic of Latagon have deteriorated to the point of cautious peace along the Jacinto Line following the Caldari-Latagonian War. Due to the state's ideology, numerous nationstates have deemed the State unworthy of diplomatic relations but that has not stopped some nations. Foreign Minister Li Zhaoxing has been in constant negotiations with Sushiia's Chairman, Harr about integration with the larger Caldari State and so far the results have been positive. It seems in the near future that both nations will be in a unified state, ever bring the goals of the Nationalist Party to fruition.
[edit] The Ministry of Internal Affairs
Not much is known of this vast and congested ministry other than the fact that its primary role is Internal Affairs ranging from national public education and health to the national treasury. This is by far the largest amount of red tape you could possibly find and the average length of time for any approval from any specific secretariat could take as long as several months at minimum to a decade.
[edit] The Ministry of War and Peace
Due to confidentiality, all information concerning the operations of the Ministry of War are strictly locked down. However it is known that this department is in control of the nation's armed forces: CPLA (Caldari People's Liberation Army), Air Force, Navy and Special Operations. The Peace arm of the Ministry is responsible for the maintenance of law and order. The purpose of the Directorate (also known as the Department of Peace) is to enforce loyalty and love of the Supreme Overlord through fear, torture, and brainwashing. The Directorate's building has no windows and is surrounded by barbed wire entanglements, steel doors, hidden machine gun nests and armed guards. Inside, the bright lights are never turned off. Its importance is played down by the Party, but its function is well known and it is arguably the most important ministry, controlling the will of the population.
