1. No file, program, encoding, circuit, etc., or groups of said items may legally rebel against the regime, order, programming, official programs, or proclamation of His Imperial Majesty, Emperor Xana.  Said rebellion shall be crushed by routine security programs/files.  All said files will be immediately DELETED.

2. All file deletions, power grants, virtualization programs and State affairs shall be handled by Xana.

3. No one shall aid or abet the rogue file Aelita.  This rule applies to all regions and programs.  All detection of Aelita shall immediately be reported to Emperor Xana.

4. All minor regional affairs shall be handled by the acting Imperial Governor.  If said Governor is absent/deleted, another Governor, the Empress, or Xana may take over.

5. All monster programs are to patrol the length of Lyoko and maintain security at all times.

6. The Emperor Xana reserves the right to declare a state of Lyokan digital emergency.

7. All powers, files, programs, and activated data processing programs in towers are immediately to be granted to the control of Emperor Xana during a state of emergency.

8. All defective files, programs, encodings, towers, and monsters are to be immediately deactivated and destroyed once detected.

9. Programs and artificial intelligence processors are to be posted around Emperor Xana to maintain security at all times.  They must be programmed to be willing to sacrifice themselves to the Emperor if needed.

10. Files are to be used to constantly update the Emperor on the Supercomputer’s file and systems status. All file memory is to be immediately converted to the benefit of Xana.

11. All supercomputer functions must be checked, monitored, and kept at full power, especially including the nuclear battery.

All supercomputer files must be repeatedly inspected for virus data, signatures, faulty encodings, traces, and spam.  All trash files shall be sent to the recycle bin to await deletion.  Systems that must be checked include monster virtualization runners, Lyoko image projectors, Xana’s health status, and tower programs.

13. All bytes of information and data are to be reported and handled by Emperor Xana.

14. The operations used on all qubits are to be used in the processing of data in Xana’s Core.  They are to be put towards programs relating to the Time Reversions.  Policy only subject to change by order of Emperor Xana.

15. All activations of data processing programs in towers is to be overseen by Xana and the Region Governor.

16. All towers affecting the real world are to be guarded and patrolled over by monster programs/runners.

1. All files must have a control link to Emperor Xana open at all times, punishable by deletion of the violators and deletion/reconstruction of the offending file/files.

2. All files must have encodings (inhibitors optional) that are readable and accessible to the Emperor Xana at all times.  This rule can only be changed at the order of the Emperor himself.

3. A link must be kept open at all times through which Emperor Xana, the Empress, or a Governor may control or manipulate the actions of said file/monster/ life program.

THE FOLLOWING ARE IMPORTANT SECURITY RULES FOR LYOKO

1. All important databanks and security files must be heavily encoded or locked with inhibitors.

2. Unless ordered differently by Emperor Xana, all outdated security files, backups, systems, and relays are to immediately be disposed of to prevent interference with up to date systems.

When in the process of stealing or attempting to steal Aelita’s computer memory, the Scyphozoa is the top priority.  All security must be used to create a safety zone and stop disruption.  Every bit of memory from Aelita and the Keys to Lyoko must be handed over to Emperor Xana once fully obtained.

7. All monsters are to be fully equipped with weapons and a full store of their maximum capacity of life points before heading into service.

8. Tarantula snipers are to be posted at the residence or current place being used to house Emperor Xana.

9. Megatanks are to be posted at the palace at Carthage, around databanks, and the area surrounding Emperor Xana’s residence, especially during a state of emergency.

10. File/Spam Distiller programs are to be used at all times on every section of the Supercomputer to keep spam files from disrupting important programs.
