Palpatine has gained a reputation for being a good and modest man from Naboo, an extremely humble and peaceful backwater world. Nonetheless, Palpatine is a prolific author. As Senator of Naboo, he has promised to bring justice to the government, which had been mired in corruption and chaos. He is a self-proclaimed savior and political mastermind who has immense power and immeasurable cunning. In his role as Senator, though, he appears as an unassuming, tea-drinking man, with elegant robes.
In many ways, Palpatine is an archetypal villain, whose only motivation is pursuing and maintaining power, although Palpatine viewed himself as a savior and truly believed that creating a totalitarian state would bring about peace. Nonetheless, he relies on deception and manipulation to control and corrupt individuals, and as a result is a classically diabolical character. Palpatine may be viewed as the quintessential wolf in sheep's clothing.
Everything he does is an act of pure hypocrisy. It's also a bit of a turn-on; the pure exercise of power is what he's all about. That's the only thing he's interested in and the only thing that can completely satisfy him. He is more evil than the devil. He has a black, irredeemable heart. There's nothing that can be said about him that's good.
