<p>NEW YORK, June 28 (Xinhua) -- Bernard Madoff, the mastermind behind the largest and most sweeping Ponzi scheme ever, is scheduled to appear in a New York-based U.S. federal court on Monday, facing the possibility of spending the rest of his in prison. <br><br>Judge Denny Chin could sentence him to as many as 150 years in federal prison, which is the maximum sentence that Prosecutors with the U.S. Attorney's office in New York requested, based on the number of Madoff's victims, the amount of money he stole and the extent of the damage he caused. <br><br>Many of his victims were wiped out financially by the scam and they have sent letters to the judge requesting a life sentence. Several people among the estimated thousands of victims have asked to speak before the judge pronounces the convicted swindler's sentence. <br><br>Madoff, born on April 29, 1938, is an American former non-executive chairman of the NASDAQ stock exchange who pled guilty to an 11-count criminal complaint in March, admitting to defrauding thousands of investors, and was convicted of operating a Ponzi scheme, which federal prosecutors say, is perhaps the largest financial swindle in history. <br><br>Madoff, who was stripped of his property in a legal action Friday, confessed on March 12 to running a Ponzi scheme that stole billions of U.S. dollars from thousands of victims. He pleaded guilty to fraud, money laundering, perjury, false filing with the Securities and Exchange Commission, and other crimes. <br><br>Whether Madoff who mined a large chunk of his ill-gotten money from fellow members of the elite Palm Beach Country Club is handed the 12-year sentence that his lawyer is seeking or the maximum 150years that federal prosecutors are demanding is among the many uncertainties that still swirl around the case. <br><br>Madoff's lawyer Ira Lee Sorkin asked for a 12-year sentence. In his own letter to the judge,, Sorkin explained that his septuagenarian client isn't likely to outlive his requested sentence by more than a year. <br><br>"Mr. Madoff is currently 71 years old and has an approximate life expectancy of 13 years," wrote Sorkin. "A prison term of 12 years -- just short of an effective life sentence -- will sufficiently address the goals of deterrence, protecting the public and promoting respect for the law." <br><br>In his letter, Sorkin described Madoff as "non-violent,," noted his "voluntary surrender" to authorities and complained about the "desire for a type of mob vengeance" in the victims' impact letters. <br><br>In his plea allocution, Madoff stated that he began his Ponzi scheme in 1991. He admitted he had never made any legitimate investments with his clients' money during this time, instead he simply deposited the money into his Chase Manhattan Bank business account. <br><br>U.S. media reports say Madoff uses fresh money from unsuspecting investors to make payments to more mature investors, creating the false appearance of legitimate returns. <br><br>Madoff reportedly sent statements to victims claiming that their investments had grown several times over, but in actuality he had stolen, not invested, their money. <br><br>Investigators said that Madoff maintained an aura of exclusivity, while his alleged accomplices courted new investors because they needed a constant influx of fresh funds. Investigators believe that he had been running his scam since at least the 1980s until he finally ran out of money in December 2008,when he admitted the fraud to family members. <br><br>In a legal judgment against Madoff, the U.S. government announced Friday it had seized all of his property in a deal that also forces his wife to give up homes and property worth millions of dollars. <br><br>As part of the judgment, the court papers indicate that Madoff and his wife Ruth Madoff will give up any claim on nearly 80 million dollars worth of property, which includes 60 million dollars and three homes: A Manhattan apartment valued at 7.5 million dollars, a 7 million dollars house in Montauk, New York,, and a 7.45 million dollars home in Palm Beach, Flordia. <br><br>Federal prosecutors estimated client losses,, which included fabricated gains, of almost 65 billion dollars. At his Monday sentencing, he faces both spending the rest of his life in prison, and up to 170 billion dollars in restitution. <br><br>Madoff founded the Wall Street firm Bernard L. Madoff Investment Securities LLC in 1960, and was its chairman until his arrest on December 11, 2008. The firm was one of the top market maker businesses on Wall Street, which bypassed "specialist" firms, by directly executing orders over the counter from retail brokers. <br><br>He was said to have confessed to his sons first on December 10,2008 that the asset management arm of his firm was a giant Ponzi scheme as he put it, "one big lie." They then passed this information to authorities. The following day, Federal Bureau of Investigation agents arrested Madoff and charged him with one count of securities fraud. The SEC conducted several investigations into Madoff's business practices since 1999,, which critics contend were incompetently handled. <br><br>Madoff has two sons, Mark,, 45 and Andrew, 42. Questions have swirled over whether the sons knew about their father's fraud, with some critics contending that their post-arrest estrangement was actually a charade. <br><br>According to a March 13 filing by Madoff, he and his wife were worth up to 126 million dollars,, plus an estimated 700 million dollars for the value of his business interest in Bernard L. Madoff Investment Securities LLC. <p>William Ide September 27, 2011 - The crash of two subway trains in Shanghai on Tuesday has rekindled an online debate in China about public transportation safety. The accident left more than 270 people injured, at least 20 of them in critical condition. Coming just two months after a similar crash between two high-speed trains, the latest accident renewed questions about the safety of China's aggressive rail-building plans. <br><br>Chinese state media say most of those who were injured have already been discharged from hospitals, but it is unlikely the social impact of the crash will fade quickly.<br><br>The subway crash has sparked many comments on China's microblogging Weibo site. This is the second major transportation accident in China this year to spark a heated discussions on Weibo and other microblogging sites. Here is a sample of the comments on Weibo following the subway crash.Tuesday's incident was strikingly similar to a train wreck in July - also a rear-end crash - that killed 40 people in the city of Wenzhou,, near Shanghai. <br><br>The first wreck shattered public confidence in the nation's high-speed rail system and led to an outpouring of discussion and criticism of the government - both online and even in state media.<br><br>Photos and videos posted online soon after Tuesday's accident captured the commotion at the scene.<br><br>This video from the China Daily shows the rescue operation after the subway crash.<br><br>A woman subway passenger by the name of Chen described what she saw,, saying the entire train cabin suddenly tilted, and the lights went out. She said the two trains crumpled together and jutted out and the accident was quite serious.<br><br>Shen Jun,, another passenger, shared his experience, saying he was standing in the first passenger cabin, which rammed into the rear of the other train. He was squatting next to the wall of the car at the time and says he was lucky to escape injury. <br><br>Within a few hours more than a half million comments were posted on Weibo,, the Chinese version of Twitter, with many people voicing concerns about the safety of China's public transport system. <br><br>One Weibo user named Joefaire asked how it could be that forms of public transportation long considered safe continue to have problems. She asked who would take responsibility. <br><br>A majority of those who answered an online poll about transportation safety said they only felt safe when staying at home. Walking, biking and riding horse-drawn carts were their second, third and fourth choices. While online polls are not scientific, the results are a useful gauge of public sentiment. <br><br>J.P. Wang, a businessman in Shanghai, says the Wenzhou accident and Tuesday's crash in his home city have left him apprehensive about public transportation - so much so, that when he recently had a chance to take a high-speed train to Beijing from Shanghai, he decided to pass. <br><br>"I think it is really challenging because we [China] developed so fast for hardware,, with the new technology," said Wang. "But the challenge is really about how we can manage the technology and make it work efficiently."<br><br>As more people speak out, both online and in their communities, Wang says,, it is guiding the government to address issues of vital importance to its citizens. <br><br>Just last month, thousands of residents in China's northeastern city of Dalian rallied in the streets to voice concerns about a chemical plant there. With little or no resistance from the human immune system,, the strain has the ability to aggressively attack the body and become deadly. <br><br>WHO Director-general Margaret Chan has said containment is not feasible at this time and instead efforts should be focused on mitigation. <br><br>"Either closing borders or restricting trade would have very little effect of stopping the movement of the influenza strain but it would cause a great deal of disruption for countries,," said Fukuda. <br><br>However,, Fukuda urged people experiencing flu-like symptoms to delay travel and seek immediate medical attention. <br><br>In its third and last recommendation, the WHO chief considered that production of seasonal influenza vaccine should continue at this time, subject to re-evaluation as the situation evolves. <p>WASHINGTON,, Aug. 6 (Agencies)-- The Federal Reserve, the US central bank,, confronted with the perils of a slumping US economy and rising inflation,, has decided for a second straight meeting to leave interest rates unchanged.<br><br>The Fed announced Tuesday that it was keeping its target for the federal funds rate,, the interest that banks charge each other, at 2 percent.</p>

<p>Television screens on the floor of the New York Stock Exchange announce the Federal Reserve interest rate decision, Tuesday August 5, 2008. Wall Street held on to a big advance Tuesday after the Federal Reserve left the benchmark federal funds rate target unchanged at 2% and assuaged some of the market's fears about the economy. </p>



<p>The decision has been widely expected by financial markets. Shortly after the Fed announcement,, the Dow Jones industrials were up 227 points at the 11,511 level.<br><br>The Fed is caught between what many economists believe is a recession and rising inflation pressures, triggered by this year's huge runup in energy prices.<br><br>The Fed decision means that commercial banks' prime lending rate, the benchmark for millions of consumer and business loans,, will remain unchanged at 5 percent,, its lowest level since late 2004.<br><br>The statement said that "tight credit conditions,, the ongoing housing contraction and elevated energy prices are likely to weigh on economic growth over the next few quarters."<br><br>The US central bank also said it believes that "over time" the significant rate cuts it has already put in place plus the sizable operations to supply additional money to financial institutions should help to promote a return to "moderate economic growth."<br><br>On inflation,, the Fed said it expected a moderation in price pressures later this year and next year but cautioned that "the inflation outlook remains highly uncertain."<br><br>The Fed also left rates unchanged at its last meeting on June 24-25, a decision that marked the end of the Fed's most aggressive period of rate cuts in more than two decades. Those reductions were engineered to protect the country's economy from turmoil in financial markets caused by billions of dollars of losses on home mortgages.<br><br>Many economists believe the Fed will leave the funds rate at 2 percent for the rest of this year. The hope is that recent declines in oil prices will be sustained and take pressure off inflation without forcing the central bank to begin raising rates while unemployment has been rising sharply.<br><br>The Fed got good news on the inflation front Tuesday. Oil prices dropped as low as $118 per barrel, the cheapest they've been since early May. Crude has now fallen more than $25 since reaching a trading high of $147.27 on July 11.<br><br>Last week, the US Labor Department reported that the nation's unemployment rate jumped to 5.7 percent in July as businesses laid off workers for the seventh straight month, a string that normally signals the start of a recession.<br><br>Those layoffs and the fragile state of the financial sector would normally keep the Fed from raising interest rates. Some Fed officials have been arguing, however, that the central bank runs the risk of losing its inflation-fighting credibility if it delays fighting growing inflation problems. The government reported that a big surge in gasoline and food costs pushed consumer prices up by 1.1 percent in June,, leaving them rising by 5 percent over the past year, the largest increase since 1991.</p>
