Chris was born to Alistair Harrison, a Professor of Medical Ethics at the University of Virginia, and Davina Rossiter, an elementary school teacher. Upon his graduation from St. Anne's-Belfield School in 1985, Chris attended the University of Virginia.

Chris is a lifelong member of St. Mark Lutheran Church in Charlottesville where he ran the Children's Ministry from 1996 until his election to Congress in 2006.
