Editing Search for the remaning S.T.A.R.S. members (Nemesis RE3)

You decide you don't have time for side missions.  You have to hunt down the S.T.A.R.S. members, but where should you start looking? According to the intel Umbrella gave you the RPD building is an rallying point for all survivors so maybe you should look there? But some reports indicate that there has been some survivor activity in the downtown district. And some say that a group of survivors has been sighted near the warehouses in the indurstrial district.
